Policy

The Office of General Counsel (OGC) oversees all legal and regulatory matters that impact Meharry Medical College. With a strong emphasis on reducing risk, it provides advice and representation to the College, its affiliated entities, and its trustees, officers, employees and students while acting on the College’s behalf.

 

College policy requires the OGC to review and approve all legal and regulatory issues before any action is taken on the College’s behalf, including, but not limited to, contracts, real estate transactions, litigation, visa applications, release of College documents or records, and responses to subpoenas or governmental inquiries or investigations.

 

Violations of Policies: Violations of any policy should be reported to your supervisor, Human Resources, a department chair, and/or the office responsible for the policy. Where these resources are inadequate, you may choose to make an anonymous report through the Compliance Hotline: (888) 695-1534.

Meharry Medical College is dedicated to having comprehensive and up to date policies. All policies are managed within the Office of General Counsel.

 

Any individual who identifies a need for a new policy or revision to an existing policy shall submit to a member of the management of their department the proposed policy, justification for the need and defined objectives. The responsible Division Manager shall submit a draft of the policy and a completed, signed Policy Proposal Summary to the Office of General Counsel for review and presentation to the Policy Review Board. If the Policy Review Board gives final approval to the proposed policy, it shall be presented to the President for his approval, the date of which will serve as the date of Approval for the policy. The Office of General Counsel will be responsible for official posting of the policy.

 

Upon approval, the Office of General Counsel will issue an announcement to the College community of a new or substantially revised policy and submit the policy to the Office of Information Technology for posting on the College website. The date of the policy announcement shall be the Effective Date of the policy unless otherwise determined by the Policy Review Board or the President. The responsible office will coordinate any necessary training and ongoing communication required by the policy.

Policy Summary Form

Once a policy is submitted to the Office of General Counsel for consideration and approval, the policy is then presented to the Policy Review Board for evaluation.

 

The Policy Review Board is a body of no more than seven and no fewer than three members appointed by the President to meet at least twice annually to review and make recommendations to the President on policies.

 

The Policy Review Board reviews the submitted policies and either approves the policy sending it to the President for review and their signature, or resubmits to the respective department for further edits.

 

The Office of General Counsel provides administrative staff support for the Policy Review Board.

Meharry Medical College has established a standard policy document and review process to achieve consistency, appropriateness, and ease of understanding of, ease of access to, and compliance with college policies. The Office of General Counsel and Office of Compliance and Risk Management are charged with the responsibility to manage this standard document and process and related systems, and to assist others to engage them effectively.

 

The official record of a College policy is presented in a standard form or “template” to facilitate consistency, clarity, and conciseness. Included in the document are the Purpose, Policy Statement, Definitions, Procedure, and Exhibits. Official policy documents carry the seal of the College on the first page.

Policy Library

The Administrative Policy Library is structured in two levels: volumes, or departments, and policies.

 

Volumes represent the general topics that encompass many individual policies. For example, the volume “Finance” includes topics such as travel reimbursement, bank accounts, and cash handling. Policies are subdivisions of volumes. For example, the “Travel Policy” is a policy in the “Finance” volume.

 

Each policy volume contains policies that have been through the formal policy development process, as well as those developed and hosted by their responsible offices. The Meharry Medical College Administrative Policy Library is divided into nine categories, or “volumes,” each of which holds related policies.

Meharry Medical College has established The Office of Compliance and Risk Management (OCRM) within the Office of General General Counsel. OCRM is charged with identifying, managing and mitigating risks associated with regulatory compliance such as the Health Insurance Portability and Accountability Act (HIPAA)Federal and State False Claims Act. and other laws and regulations affecting academic medical centers. We also protect the assets of the College through identifying potential risks; assessing and addressing causes; and minimizing the economic impact to the College. Congruent to Meharry’s mission, we support the College’s commitment to standards of honesty, integrity, and lawful conduct by complying with laws, regulations and internal policies as it relates to education, research, patient care, and all administrative services.

The Department of Finance oversees five departments that, collectively, ensure that the financial resources of Meharry Medical College are distributed, accounted for, and reported accurately. The mission of the Office for Research is to support the researchers at Meharry Medical College with a resource-rich infrastructure that enables them to devote their time and talents to scientific investigation.
